Job Description:


Under the direction of the Associate Vice President of Finance, the Procurement Manager is responsible for the preparation, negotiation, and awarding of contracts, bids and/or requests for proposals; issuing purchase orders as required; expediting goods and services and dispute resolution with vendors; maintaining reconciliations relating to capital budget and expenses, and other purchasing related tasks including College-wide employee training. The Procurement Manager also manages the contract and oversight of the Mail Services and Copy Center vendor.

The Procurement Manager shall leverage all available procurement tools, prioritize, and balance competitiveness of bids with quality of service. While their scope will be procurement based, the selected candidate must work fluidly with and build rapport within the Finance team, as well as all areas within the College. The Manager will need to closely monitor relationships with vendors to assure services rendered are aligned with payments and contract parameters.

Essential Functions:

1. Purchasing:
  • Solicit bids and quotes and manage communication with and between prospective bidders, vendors, and departmental customers;
  • Meet with campus personnel for general and specific purchases; develop specifications, qualify, and recommend bidders;
  • Manage vendor review processes to root out and remedy any fraud, waste, or abuse;
  • Responsible for all vendor on-boarding and administrative processing of all purchasing operations;
  • Cultivate and maintain positive and cooperative working relationships with all vendors on behalf of the College. Ensure the vendor base includes a diversity of vendors;
  • Train new/existing employees on the purchasing process and procedures;
  • Review current policies and procedures; identify, analyze, and document procurement work processes and redundancies; identify potential areas for improvement opportunities; make recommendations for process improvements that align with the strategic initiatives of the College. Provide interpretation and serve as a resource to departments as needed.

2. Competitive Bidding for Major Services:
  • Author Requests for Proposals (RFP) for all major service contracts on campus at the direction of the Associate Vice President of Finance, the Executive Vice President, and the President when necessary;
  • Plan and manage the entire RFP review process for campus constituents, oversee campus vendor visits, schedule and manage meetings and communications.

3. Budgets:
  • Maintain all budgeting for department capital projects and purchases. Work with Associate Vice President for Finance on annual department budgeting for capital;
  • Perform monthly capital reconciliations and other ad hoc reporting for Executive Vice President of Administration & Finance/CFO, President and Board of Trustees when needed.

4. Mail Services & Copy Center Management:
  • Oversee the partnership between the college and Collegiate Press to ensure excellent customer service is provided to all campus departments, students, and faculty;
  • Review and implement any necessary staffing changes required throughout the academic year based on the needs of the campus (i.e., opening of academic year, winter break, etc.);
  • Work with Office Services Supervisor to create a policies and procedures manual for the operations of the Mail Services and Copy Center.

5. Fleet Oversight and Campus Collaboration:
  • Oversee the College's fleet. Work with outside vendor on purchasing and leasing College vehicles;
  • Collaborate with Facilities, Information Technology, and various other departments on the planning and implementation of major capital construction projects, as needed;
  • At the direction of the Associate Vice President of Finance, work with insurance agent on matters relating to vehicle registrations, claims, policy updates, etc.

Additional Functions:
  • Respect and maintain confidentiality, parameters of operation, professional protocols, and individual privacy:
  • Perform other duties as assigned by supervisor of their designee.



Requirements:


Minimum Qualifications:
  • Bachelor's degree and five years' related experience is preferred; or an equivalent combination of education and additional experience is required.
  • Demonstrated knowledge and experience with strategic sourcing and contracting; experience implementing negotiation strategies and implementing cost saving initiatives.
  • Microsoft Excel proficiency.
  • Strong communication skills both verbal and written.
  • Excellent interpersonal skills to perform a wide range of customer services.
  • Self-motivated with the ability to work with minimal supervision.

Preferred Qualifications:
  • Candidates with higher education experience, a plus.
  • Ability to think strategically.
  • Experience with Banner Finance, a plus.

Salary Range:

$95,000 to $105,000 annually
